It is required by the credit: "to document the breakdown of energy use in the building".
Is it mandatory to have permanent energy meters by end use in order to meet this requirement?
What other methodologies are accepted in order to document the breakdown of energy use?

it is not mandatory to have permanant energy meters by end use to meet the credit requirements. The end use energy consumption can be calculated. This can range from simple manual calculations to hourly data output of an energy simulation model.
