Calculating Hazardous Glass Area

How is the Hazardous Glass Area (HGA) calculated for each material? Is a material with a higher threat factor weighted the same as a material with a lower threat factor? And do you include the total material area from zone 1 and zone 2, or just 1 or 2? Thank you.
