Thanks Tristan! I did find them after I sent the message. The way I read it, the exterior compliance is just an extra option the healthcare and school projects have. Am I correct?

Yes, basically. It's one of the categories you have to consider—whether or not you pursue it is your choice, as long as you pursue enough other categories to earn the points you are aiming for.

Not to be devil's advocate but in reading the v4 (updated 2016) guideline I see the following references:
I was reading the language within the Schools call out as "Exterior applied materials: adhesives, sealants, coatings roofing and waterproofing materials applied on site MUST meet the VOC limits" (p.671)
P. 684 also reiterates exterior applied adhesives, sealants, coatings, roofing, and waterproofing applied on site must meet the VOC limits... Submit a list of all exterior applied materials and products used on site.
Equation 1 of the credit requirements for Healthcare and schools must be modified to account for exterior applied finishes as follows...
Does anyone know of a clarification? We've not been having great success finding exterior materials that meet the guidelines.
