Spaces with only occupancy sensors can't check reg. occ. box?

Hi, I currently have a CI-v2009 project to pursue this EAc1.2 credit, option 1 and 3. I am filling in version 4.0 forms in the clarification process. Some open workstations and conference rooms in the middle of the big office areas far away from windows (so basically they are not in the daylight areas) have occupancy sensors with daylight sensor functions. If I choose daylight & occupancy sensors for these spaces, distance would be more than 15 ft; and if I only choose occupancy sensors, I can't check the reg. occ. box and these spaces cannot be included in the regularly occupied spaces while these are indeed. This credit is now pending because GBCI said these open spaces/rooms are not included in the calculations as regularly occupied. I wondered why and if there is someone who can help me out of this problem. Thank you very much!
