The new revised section 1.4 form asks the values in US units. Can we fill the form in SI units? We did the modeling in SI units and we believe that we should fill the form in SI.

You can but the whole set of tables uses IP value in the calculations so the table results in some cases will be off. Entering SI units in the tables will create a bit of a mess. You can do so but it could result in issues during the review process. Ideally you convert your SI values and enter them in IP.
I agree that GBCI should invest in the creation of a SI version of the tables.
