Pilot-Credits PC14:Walkable Streets

SSpc14 Walkable project Site

I am trying to register for this Pilot Credit (which is not listed as closed) Both LEED Online and LEED User link to the USGBC Credit Library, but in the credit Library I find no link to register. Is there another way to register for this PC?
