If the task of CxA complete in design phase now for my building but the building construction will be finished totally after 4/5 years from now. In this case, will I face any problem to get the certificate from USGBC?

Jamal, your question is a bit confusing. If you are referring to the LEED certification for the building, under the LEED-NC system, you can only obtain that after substantial completion.
