HVAC to meet COP, outside US

Hi, We have a project outside US. Our AC unit able to meet stated EER in ASHRAE 90.1, but is not ARI tested. We asked the the manufacturer, and they said product in US only will go for ARI testing, while outside US, they don't. As if we to ship the product from US, is not economically viable to the client,. (yet to image the amount of carbon foot print). Is there a way for us to show GBCI that the Non US AC are equivalent efficient through is not ARI tested?

Ask the manufacturer to provide you with documentation that the equipment you are using would meet the ARI requirements if it was tested. The manufacturer had to do some testing to determine the EER they are claiming, how did they determine it? Basically the issue is not the ARI test, it is the equipment meeting the minimum efficiency requirements.
