California Specifications Section 01350 and "California Department of Heath Services standards" are these one and the same?

Here is a link to the current "Standard Method for the Testing and Evaluation of Volatile Organic Chemical Emissions from Indoor Sources Using Environmental Chambers, Version 1.1." http://www.cal-iaq.org/phocadownload/cdph-iaq_standardmethod_v1_1_2010%20new1110.pdf This updated Standard was published in February, 2010 and it supercedes California Section 01350.
