In a new construction, which is an Office building, does it count reusing signed artworks and antiques that were existing in the old building?

Artwork and antiques would not count toward MRc3 for any project.

It might if it were permanently attached to the building or could fall under Furniture

Artwork cannot be included in Credit Calculations for MRc3 through MRc7.
A LEED-NC Addendum dated May 9, 2011, excludes artwork from MR calculations. Reference Guide Correction #100000953 added a sentence to Page 337 of LEED-BD+C, 1st Edition. The passage now reads, “A project team may include materials costs from Construction Specification Institute MasterFormat™ Division 12—Furniture and Furnishings as long as this is done consistently across all MR credits. EXCLUDE ARTWORK, INTERIOR PLANTS, AND MUSICAL INSTRUMENTS.”
