NC-2009 PIf3:Occupant and Usage Data

Regularly Occupied Space for a Library?

City Library project. LEED Manual seems too vague, and doesn't seem to address the transient nature of users vs full time office staff. Where can I find the set of parameters to accurately determine regularly occupied spaces for a Library? thanks
