Is car space for goods deliveries considered parking space aswell? This is a place for pick up and delivery of goods only (parking not allowed) Thank you!

We are working in a project for a logistic warehouse. We've got car parking areas in the basement but sorrounding the warehouse there are load&unload ports. Do we have to consider these spaces as parking space? Thanks
