I don't think an electric hand dryer would meet any of the credit criteria, i.e., there is no Energy Star standard for them—so no.

Hello, I've just found couple of Blue Angel certified hand dryers - Machflow® M09 (600W version), Dualflow Plus® M14 (900W version) and Saniflow® (750W version). Since Blue Angel is acceptable under Europe ACP in leu of EnergyStar, such hand dryers can contribute to MRc2.1, I guess.
