Calculation of baseline, "lowest first-cost"

The calculation of the baseline does not seem very clear for us. Does it mean that we have to calculate the energy used by the cheapest equipment?

Alicia, you're correct that the GIBc13 baseline must equate to the energy use of the cheapest available equipment, and note that it must be the cheapest in first-cost, not life-cycle cost. The presumption is that least first-cost items are generally also the least energy efficient. Eliot
