Requirements
Design, purchase, or work with the local government to install all new infrastructure, including but not limited to traffic lights, street lights, and water and wastewater pumps, to achieve a 15% annual energy reduction below an estimated baseline energy use for this infrastructure. The baseline is calculated with the assumed use of lowest first-cost infrastructure items.
