Are the primer and topcoat applied to the fire fighting and HVAC systems pipes required to be compliant with VOC limits if the pipes are hidden inside the wall and flooring layers or above the false ceiling?

If those particular materials represent a problem for some reason don't forget that you can use the budget method, described here on LEEDuser.

Do we use the VOC Budget Methodology per credit or per type of material? I mean for example the paints should comply with GS-11 and the primers should comply with SCAQMD Rule 1113, shall I calculate the overall VOC content in both primers and paints, or in each material separately?
I am asking this question because all primers are noncompliant so if I apply the VOC Budget Methodology for the primers individually it will not comply also. But if I applied it to both, primers & paints, it may not exceed the limit.
Can you clarify this?

The budget method is applied across a single credit, not type of material; any product that falls within IEQc4.2 can be used.
