CS-2009 IEQc2:Increased Ventilation

IEQ credit 1, IEQ credit 2, EAc3, and related credits

Has anyone gotten points for IEQ credit 2 without compromising points for other LEED credits? I say this because it seems hard to increase ventilation without using larger amounts of energy. If so, how did you guys go about it? Also, Im a bit confused with IEQ credits 1 and 2. Based on the Green Buidling design and construction reference guide (2009 edition), when it comes to mechanically ventilated buildings, IEQ credit 1 requires that the ventilation monitoring system in place must be able to detect fluctations of +/- 15% of outdoor^s airflow. However, IEQ credit 2 requires an increase in 30% of the outdoor^s airflow. How can I get an increase in 30% if the monitoring system will get upset when I sees an increase of 15% of outdoor^s airflow rate?? Thanks for your time!

Alex, there is some guidance above this forum on how to earn this credit with a minimal energy penalty, but it's true that it may not be a good fit for all projects. On your second question, the +/- 15% is deviation from the designed rate, not from ASHRAE.
