We are working on a renovation project where construction is being conducted in phases. The first phase will be occupied with temporary floor finishes in some spaces prior to final install of floors in public areas. Can we still conduct a flush out of the building and have it fulfill the requirements of this credit after the final flooring is installed if the area of the building has been occupied?

Would the flush out begin after final floor finishes are installed or would the initial phase of the flush out begin before occupancy when the temporary finishes are still in use?

IMO you would not be meeting the intent of the credit if you plan on installing new finishes after occupancy. The credit language states that either the full flush out or the partial flush out shall be complete that prior to occupancy and with all interior finishes installed.
