precertification leading to certification

One thing that is not clear from the all-too-brief precertification info in the Guide, is that Precertification is supposed to lead to certification. If the project does not continue to full certification, does the precertification eventually expire?

I have not found any reference to expiration of precertification in the LEED Reference Guide, or other places that talk about it. I would guess that it does not expire—its perceived value and relevance simply decrease over time.
