Is policy verbiage detailing the communication of no-smoking policy by signage strategically throughout a campus acceptable in place of actual drawings or photos? We are working on a Data Center on a University campus where the policy has just been recently instated and actual signage has not been created yet, however is communicated in the written policy agenda.

I would upload the policy and a mock up of the signage the University intends to use. If you are not that far yet, tell them what the signs will say. The reviewer will probably ask for a mock up or a photo of the installed sign for the construction review.
