In our project it is possible to achieve 30% recycled content only considering the default 25% recycled content value for steel structural products.
My question is if we must provide cutsheets for 20% of the materials (by cost) to support recycled content claims or it's enough to specify that we are using the 25% recycled content value for steel.

Most North American steel producers should be able to provide you with generic recycled content declarations by steel product type - beam, rebar, sheet, etc. Many can provide verification documentation for your project based on materials purchased including recycled content and (sometimes) regional materials. I would recommend that the 'cut sheets' are acceptable at specification time but you'd be best to follow up with more specific documentation once materials are ordered/delivered.

Our project is outside the US and our steel supplier is not able to provide us with the actual recycled content. This is why we intend to justify the credit compliance only considering the default 25% recycled content value for steel.

I assume that when you claim the 25% default for recycled content, you are not providing manufacturer data, so it would not count toward the 20% cutsheet requirement. Is this correct?

Correct, I'd just provide a narrative stating you are using the default so it's clear where you got the number from. Also, the 20% requirement has been removed from current versions of the LEED forms, so reviewers shouldn't be checking up on how many you've provided.

Are you going to achieve the 30% rate only through the recycled content of steel? That won't fly. You will need more products. If you only want to claim a recycled rate of 25% for the steel, that is fine.
