Should MRc2 include temporary construction materials that are left on-site. In particular, it is common for a crane-base, or temporary concrete dead-men or casting beds to be left on-site. In some cases the material would be crushed and used as aggregate on-site and in other cases, such as with the crane base, it would simply be left as-is? Our thought is to count it as diversion if it is "processed" for re-use, and not count it if it is simply left untouched. Any other thoughts?
