Curtis, a project with 1 FTE would be eligible for this credit. You should pick an option that makes sense for the project—carpooling might not be the best option—and with any of the options make adaptations so it works. In a case where you have to provide spaces for 5% of FTEs, you would round up, so there would be 1 space for your 1 FTE.
