Commissioning for overseas projects

Hi, we have a small USGBC LEED-NC project (400m2) in Kuwait where the Owner wants us (LEED Consultancy firm in Canada) to hire a commissioning agent (as the "brain") in canada to oversee the commissioning site work there (as the "eyes"). The Commissioning Agent here would prepare all OPR and BOD, and the site person would simply follow instructions and document. Is this a practical suggestion? Any advice from past experiences will be extremely helpful. Thanks, Natalie

There is no restriction on where the CxA is from with relation to the project. Concerning practicality, there is much job site work that has to be completed so you will need to evaluate the travel cost of a remote CxA in addition to their qualifications and experience.
