When submitting for a split review what are the options when a credit has been tagged as denied? Can the credit be re-reviewed during construction phase? Or is the only option appealing the denied credit. There seems to be confusion about this, with some anecdotal responses that suggest that the design phase reporting is only tentative, and that construction phase really completes the entire process. There are others that say they understand design phase denials to be finished and only can be further addressed by appeals, either a design phase appeal or a construction phase appeal. It seems confusing to me. But my basic question is this: can a design phase denial be resubmitted with further correction or even project changes during construction phase reporting without paying the appeal fee?

I have asked that question in the GBCI staff at the Greenbuild to make sure I'm giving you the correct answer. If your credit/prerequisite is denied after the design review, when you will have to appeal it. So except of clicking accept review, you click enter appeal phase. You can appeal the credit directly after the design review or after construction review.
You will have to appeal each credit or prerequisite separately unless they are related and the reason for denial is the same.

APPEALING A REVIEW
For projects following a split review timeline, design credits may be submitted for appeal following the final design review or following the final construction review. Project teams may use the appeal process to add new credits following a final review, but these credits will only receive one round of review before being awarded or denied. For projects not using LEED-Online, please submit two copies of the appeal information in a three-ring binder or on a compact disc (PC compatible) to the attention of the LEED Certification Team at GBCI.
