Please let me know if the HVAC Designer will be representing the Design Engineer Signatory for the EA P2? If not who will be the Design Engineer - MEP designer?

This form requires three signatories, the Architect, the Mechanical Engineer, and the Electrical Engineer. Each designer of record, as identified by the State / Local approved plans, should be the ones inputing their associated signatory. So yes, the indivudual who designed the HVAC system(s) is considered to be the Mechanical Engineer.
