"Reasonable Site Boundary"

The MPR's state that "The LEED project boundary may not include land that is owned by a party other than that which owns the LEED project unless that land is associated with and supports normal building operations for the LEED project building." We have an urban project that is bound by sidewalks on three sides and a City owned alley on the fourth. The alley provides access to the trash and recycling containers for the building. Would the alley be considered land that supports normal building operations? If we don't count the alley the project can achieve exemplary performance. Thanks.
