I can speak to your first question. LEED for Retail NC could be used for a Retail CS project, but I would question whether it's a good idea. I think you'll have an easier time using LEED-CS since it was more designed for this kind of project. I would probably recommend a checklist exercise comparing how your project would fare under each rating system.
