Good question David. If the only parking spaces provided on your project are reserved for residents, it seems reasonable to assume that you could provide LEV spaces for just these building users. In this case, you would need to provide enough reserved spaces for LEVs equal to 5% of the total number of parking spaces. Unfortunately you would not be able to calculate the number of required preferred spaces based on the number of residents with LEVs because this would not take into account residents that might purchase LEVs in the future. This is why the credit requires the 5% to be based on total vehicle parking capacity.
