In similar situations I have heard the advice, and passed it along, that LEED does not allow rounding up—so the credit requirement is not met in this situation. With something so close I have suggested a narrative or a CIR explaining why you think you meet the intent, but I haven't heard from anyone who has done this about how they fared. The safest bet is to change the design to overshoot 5%.Anyone else been in this situation—thoughts?

Well, instead of trying to justify why 4.9% should meet the requirement, we decided just to add one more reserved space. Thanks for your help Tristan.
