the answer is that I need to use the most stringent requirements of all the rating systems. This has been difficult to determine since not all rating systems are apples to apples. So, where light pollution reduction is not offered for NC, but is for EB in the campus guidance, can I use the EB guidance for my campus as a whole and apply it to NC projects too?
