We are in the design stages of a multistory building (8 stories) and one of our tenenants (will lease/own 2 of the floors) has a process requirements that no window construction is allowed. Is this credit pretty much a dead-end based on the above? or is there a way to demonstrate that due to the process requirements it should be treated as an exemption. Any help will be appreciated. Some of the above threads allude to this but I am not clear.

You're saying that two of the floors will have no windows? The requirement is to daylight 75% of regularly occupied spaces, so perhaps you could earn the credit with the rest of the building. Building geometry will help decide whether that is feasible.Exemptions have been granted for some spaces, but it's case-by-case, and in cases where exemptions have been granted, it's been based on a space type that doesn't work with daylighting, like a theater.
