Is a concourse considered regularly occupied space?

Yes, because concourses contains shops, food services, and waiting areas. Just because they are passengers does not mean that they might not be in that space for a significant amount of time. If a concourse is designed where it is more of dynamic space where people are only moving through with no sitting areas or shops, then an argument could be made that it is not.
