Would the concourse area for passengers awaiting buses and trains be considered regularly occupied space? Since they are passengers and not workers, I'm unclear as to which way to go.

Yes, because concourses contains shops, food services, and waiting areas. Just because they are passengers does not mean that they might not be in that space for a significant amount of time. If a concourse is designed where it is more of dynamic space where people are only moving through with no sitting areas or shops, then an argument could be made that it is not.
