I believe that the CPG is asking for how part-load performance curve for the HVAC equipment. That is to say, they're interested in how the equipment will perform while not at design conditions. If possible, I'd show a range of how the equipment will perform from the point where the control system brings the system online and then 5 degree intervals until you get to the design condition. For example, if the system comes online at 70 degrees and the design condition is 98 degrees, I'd have part load conditions for: 70 75 80 85 90 95 98

Are you sure Paul? It's obivous that they want load calcs for equipment sizing in the first part of section 1.4. The subsequent part of section 1.4 asks for part - load calcs. It doesnt seem like they are asking for equipment eficiencies. IPLV requirements are covered in section 2.9.
