Getting all energy sources serving the building metered is one of the vital first steps for completing energy benchmarking per EAp2. eQuest calculations would not be allowed.
The new EBOM-specific guidelines for District and Campus Thermal Energy Treatment should hopefully be posted soon on the USGBC web site. I'd recommend keeping an eye out for them, and getting a metering solution installed as soon as you can.
