I'm working with a Building that receives 100% of its cooling (chilled water) and heating (steam) needs from a nearby Cogeneration Plant. The Cogen plant feeds various campus buildings. Presently there is no energy meters that measure CHW or steam crossing into the subject LEED building. Is it mandatory that energy meters be installed to meet this credit? Also, instead of metered energy, is there any way we can use eQUEST calculations to determine steam and CHW energy use?

Getting all energy sources serving the building metered is one of the vital first steps for completing energy benchmarking per EAp2. eQuest calculations would not be allowed.
The new EBOM-specific guidelines for District and Campus Thermal Energy Treatment should hopefully be posted soon on the USGBC web site. I'd recommend keeping an eye out for them, and getting a metering solution installed as soon as you can.
