On a practical basis, I assume the designer would be selecting plants that would withstand brackish water?To the extent that your situation is covered by the LEED Reference Guide, it's considered noncompliant (page 183). However, based on the fact that you seem to be meeting the credit intent in avoiding the use of potable groundwater, and that your specific situation is not anticipated by the reference guide, you could try submitting a CIR.
