Draw your sight line at the height of eye level for the tellers. The 42" is a suggested height for a seated adult, but is flexible for nontypical functions.

Yes, but it was under NC 2.2. We had a CIR that asked about higher eye levels as we had an entire room (car dealership shop) where all the staff was standing. The USGBC allowed us to raise the height to a standing height. Your situation is similar, and I suspect that 2009 allows for some latitude. However, if you have other seated users the glazing is going to have to satisfy both lines of sight.
