Working on a project that includes an open-air parking garage as well as a new building, we are wondering whether EQc4 credits apply to the parking garage? There are no regularly occupied areas inside the garage, but there are electrical rooms, fire pump rooms, elevator machine rooms etc. Do the EQc4 requirements apply?

Yes, they do if the spaces are within the weatherproofing barrier. With a parking garage I would say that some spaces would be included in that and some excluded.

Actually I doubt anything that is not enclosed and not a conditioned space would ever be counted. The rooms that Jonathan listed above could conceivably be addressed but should be easily handled with the right paint and firestop, right?

If the garage is a separate building, it would need to be registered separately under the 2009 protocol, and as it doesn't have any regularly occupied spaces may meet the minimum requirements for LEED. Under 2.2 you can register the garage and building as one project (even if they are separated). If the buildings are legitimately connected it's one project and the credits are likely to apply.

My understanding is that a building without regularly occupied spaces (i.e. at least one FTE) cannot pursue IEQ credits, so the question might be moot. If the garage has an attendant, then the credit would apply to the space the attendant works in, and any other enclosed space (e.g. janitor closet, mechanical room) in the building.
