Josephine, This is two-fold in a way. You must comply with the EPA’s Construction General Permit AND make sure that the ESC covers prevention of topsoil loss, sedimentation in receiving streams and of air pollution by particulate matter. My understanding is the portion related to dust control is left to the project civil engineer to determine what is most appropriate for the site. I hope that helps. Shannon
