LEED Online doesn't seem to ask for this. My understanding was that the owner would need to simply sign off to say that the notification would be performed, although at a glance I don't see a spot for that, either.

There is a spot on page 2 of the form. If the team decides to pursue certification I will forward you GBCI's comments on the credit submittal.

Yes, now I see it. I think you just need the owner to sign off there—no additional upload.

I just got a review comment requesting that we upload this material. It seems overzealous - we provided the parking plans and signage details demonstrating compliance. Why during a Design review would we already have brochures developed for a building that won't be occupied for many months? Has anyone else received this comment? How did you respond?

I have received the comment before on various alternate transportation credits. I have made simple hand-outs explaining carpool parking, HEV/FEV parking (with a simplified list of car models), and links to local public transportation (if applicable). It took an hour or so but always appeased the reviewer. I basically treated it as a memo that would be handed out to future employees/residents or clipped to a bulletin board.
