The ease or difficulty of this credit depends on project-specific and regional conditions. These include: 

the timing of an eligible alteration or addition to occur during the performance period. An alteration event has to take place during the performance period to be eligible for this credit. 
the types of waste the project generates. Some waste types, such as plastics, metals, and furniture, are easier to divert than others. 
the project’s location, local recycling infrastructure, and markets for salvaged or reusable materials in the area. If there are limited local sources for diversion the credit becomes difficult. The project may have to divert to sources outside of the local community.
