Instead, the project team should replace lamps over time with credit-compliant options identified in the purchasing plan.  Although the lamp inventory needs to cover every lamp in the building and on the associated grounds, the purchasing plan only needs to cover 90% of the lamps, allowing you to exclude 10% of the lamps in order to accommodate unusual fixture or lamp types.
