Can I consider entrance lighting (light fixtures above the building entrance) a safety and comfort lighting? And therefore not to include it in the calculations?

Is exterior pool lighting exempt from this credit? IES (2011) states that "underwater lighting in swimming pools and other water features" are not regulated by this Ordinance. Thanks!
