Distance from water bodies and wet lands

In V3, the development boundary from water bodies and wetlands should be 50' and 100' respectively. Why in V4 it is reversed ie 100' for water bodies and 50' for wetland? Any justification?

Naturally occurring arsenic contamination

Would naturally occurring arsenic contamination (from trees, it appears) be eligible for the brownfield credit if documentation is provided? The soil was tested and is being remediated.
