In Germany we use the DIN 276, in the UK I think it is SMM7.

There appears to be specific building types that qualify and classroom space at a university doesn't look like it is applicable to any of the listed space types.

After reading the MPR, and the MPR Supplemental Guidance from June 2011, I still have the same question that Tony mentioned above: "2.
