Thomas, it sounds to me like certifying the completed project (after Phase III) makes the most sense. Interrupting the flow of things seems like it adds more hassle.

Gary, I agree that no less scrutiny will be applied to v2.1 projects, compared with more recent systems.
I think it's still feasible to certify a v2.1 project, however.

Emma, this is a LEED-EBOM project? I don't see how registration is an issue. Are you worried about performance period timing?

Erin, you cannot exempt a portion of the building in this way. You'll need to show savings in all areas of building eneryg use to earn LEED points.
