Are bathrooms, stairwells, and corridors considered a regularly occupied space for a LEED Core & Shell office building?

In our C&S project the building owner provides 15 parking spaces for low-emitting and fuel-efficient vehicles. The main tenant will rent and use these parking spaces.

PEAK Transients--What makes for PEAK? Not TOTALLY Occupied?

When calculating the PEAK transients, do we need to plan for every assembly space, every classroom, every office, every etc.

We have a smaller government project that does not have the need or budget for a building automation system, which we have used as the monitoring equipment for this credit previously.

I am trying to calculate the REC quantity required for a building in the UAE to get EAc6 (Green Power), but noticed that the CBECS method does not apply to buildings outside the US.
