I'm working on a 12-story office building. To my knowledge, there are no concrete tenant fit outs yet (since the tenants have yet to be known). Would the project be able to pursue IEQc8.1/8.2?

I do agree with Loic that in France, projects that pursue the french certification HQE would perform a site analysis to assess the needs, opportunities and issues that need the most attention.
